Since 2019, the P&DP Collaborative Platform has been consistently and resiliently building an alternative vision to the traditional model of global tourism. This vision does not stem from abstract theories or fleeting trends, but rather from direct experience on the ground, from overcoming crises (economic, pandemic, and geopolitical), and from identifying structural flaws in the sector.
In a world where tourism has become mass-market, standardized, and often disconnected from local communities, P&DP proposes a new paradigm: tourism that is integrated, inclusive, rooted in the local area, and strategically aligned with European integration.

THE GLOBAL TOURIST: CHALLENGES AND EXPECTATIONS
The contemporary international tourist, whether from India, Mexico, China, Saudi Arabia, or other emerging markets, faces a range of challenges that go far beyond simply choosing a destination.
Among the main obstacles are:
Bureaucratic processes (visas, permits) Lack of clear and integrated information Difficulty in finding authentic experiences Cultural and language barriers
To travel to Portugal and Spain, which are part of the Schengen Area, tourists often need:
A valid passport A Schengen visa (depending on the country of origin) Travel insurance Proof of travel arrangements (accommodation, return ticket) Digital authorization such as ETIAS (currently being implemented)
Despite these challenges, there is a strong attraction to Europe due to:
Safety Cultural heritage Cuisine Regional diversity
However, the current model fails to create integrated, accessible, and truly memorable experiences.
-
THE ROLE OF TRAVEL AGENCIES: BETWEEN TRUST AND LIMITATIONS
Travel agencies play an essential role in the global tourism value chain. More than just selling destinations, they build trust and mitigate risk.
They base their decisions on:
Market trends Destination safety Accessibility (flights and visas) Profitability and commissions
However, they face clear limitations:
Dependence on traditional operators Lack of differentiated products Difficulty accessing low-density areas Scarcity of inclusive tourism solutions
There is, therefore, a clear gap in the market: the absence of platforms that integrate destination, authenticity, and accessibility.
4. P&DP’S RESPONSE: A PLATFORM, NOT AN AGENCY
The P&DP Collaborative Platform positions itself as a strategic infrastructure rather than a traditional agency.
It is:
A hub for territorial integration A facilitator of partnerships A curator of authentic experiences
Its value proposition is based on three pillars:
4.1 Territorial Integration
Creation of cross-border routes between Portugal and Spain, promoting a single-destination approach.
4.2 Inclusion and Accessibility
Alignment with universal accessibility principles, in coordination with the AccessibleEU Centre and technical development with the Polytechnic Institute of Castelo Branco.
4.3 Multilevel Cooperation
Connecting universities, businesses, local governments, and European networks.
-
